Miguel Díaz-Canel is a political Cuban and president of Cuba from October 10, 2019 and first secretary of the Communist Party of Cuba , elected by the National Assembly of the People's Power of Cuba to replace Raúl Castro .
Member of the Political Bureau of the Communist Party of Cuba (PCC) since 1997, he was the first secretary of the PCC in the provinces of Villa Clara (1994-2003) and Holguín (2003-2009). He was also Minister of Higher Education from 2009 to 2012 and then Vice President of the Council of Ministers (Vice-Prime Minister) in 2012. A year later, on February 24, 2013, he was appointed as First Vice President of the Council of State, then passing a President of the Council of State of Cuba , from April 19, 2018 to October 10, 2019.
Biography
Descendant of Asturians, from a noble family of Castropol, he is a native of the city of Santa Clara , in the province of Villa Clara , he was born on April 20, 1960. He is the son of Aída Bermúdez, teacher, and Miguel Díaz-Canel , a brewery worker in Manacas .
Graduated as an Electronic Engineer in 1982 from the Central University Santa Clara Villa Clara Marta Abreu , he began his career as an officer of the Revolutionary Armed Forces (FAR) in Military Unit 3875, where he remained until 1985. In April of that year, He joined the Marta Abreu University as a professor , where he also served as a professional cadre of the Union of Young Communists .
Between 1987 and 1989 he carried out internationalist missions in Nicaragua , where he directed the representation of the Cuban Young Communists in that country. Upon returning, he became a leader of the Union of Young Communists (UJC) in the province of Villa Clara . Appointed a member of the UJC National Committee and later in 1991 as a member of the Central Committee of the Communist Party of Cuba , he was appointed second secretary of the UJC National Committee in 1993.
In 1994 he was appointed first secretary of the Provincial Committee of the Party in the province of Villa Clara . During his time, he opened a cultural center "El Mejunje" in the city of Santa Clara , the first place to host cross - dressing shows in Cuba. In 2003 he was appointed first secretary of the PCC in Holguín and appointed member of the Political Bureau of the Communist Party of Cuba at the proposal of Raúl Castro .
First vice president
On February 24, 2013, he was appointed first vice president of the Councils of State and Ministers of Cuba, replacing José Ramón Machado Ventura , a historic Cuban party leader, who had given up his post "in favor of the promotion of the new generation." .
President
Miguel Díaz-Canel was appointed President on April 19, 2018, when the IX Legislature of the National Assembly of Cuba was constituted for the period 2018-2023. Castro, as he had announced years ago, left the positions of president of the Councils of State and Ministers of Cuba, but kept the position of first secretary of the Communist Party of Cuba .
The election process took two days. In the first, on 18, it was presented and voted by a group of deputies from a list, to form the Council of State headed by Díaz-Canel as president and Salvador Valdés Mesa as vice president. On the 19th, the results were announced and the new officials appointed among the elected deputies in the 2017-2018 elections were installed.
In his first speech as president, Díaz-Canel offered to give continuity to the Revolution "Cuban foreign policy will remain unchanged and Cuba will not make concessions or accept conditions" and that Raúl Castro "will lead the decisions for the present and future of the nation".
In 2018 Raúl Castro promoted the project of a new Cuban Constitution, of which previous studies were already being carried out. Díaz-Canel was part of the drafting commission of said constitution, together with Army General Raúl Castro Ruz and other 31 ANPP deputies selected by it. Subsequently, the project of the same was discussed by the Cuban population in work centers, educational centers and neighborhoods. This discussion process led to changes in 60% of the articles of the new constitution, which continues to define Cuba as a socialist state of law , and the Communist Party of Cuba , PCC, as the guide of society, as well as the aspiration to build a communist society, while recognizing private property as part of the economy, but maintaining socialist state property as the main one.
As leader of the country
Since April 19, 2018, he was the chairman of the Council of State (the highest body acting as the head of state) and the chairman of the Council of Ministers: after 1976 in Cuba, the posts of head of state and head of government were combined. At the same time, his predecessor in these posts, Raul Castro, retained some of his powers, being the first secretary of the CPC Central Committee . The new head of state continued the course of partial liberalization of the socialist economy.
In July 2018, the National Assembly of People's Power adopted a new Constitution , which made significant changes compared to the basic law passed in 1976. According to the changes, Cuba recognizes private property , private trade and the free market , as well as the presumption of innocence , and introduces a ban on discrimination based on sexism , gender identity, sexual orientation , ethnicity and disability . Foreign investment is recognized as an important factor in economic growth. At the same time, the CCP will continue to be the only legitimate political force ("the main guiding force of society"). On February 24, 2019, a referendum was held to approve the new Constitution, almost 87% of voters supported the innovations.
